This seminar will discuss the development of the case law regarding section 24 of the PACE and grounds for arrest.

The speakers will examine the judgments in Richardson v Chief Constable of the West Midlands and Hayes v Chief Constable of Merseyside regarding the requirement that an officer had reasonable grounds for believing that it was "necessary" to arrest the individual in question.

As well as exploring recent case law, the speakers will take a practical approach to running cases involving claims based on breaches of section 24 of PACE.
