Andrew Hall QC
Overview Andrew Hall is consistently named as a leader in his field and has a busy and high profile practice in serious crime. He is a member of the Crime Team at Doughty Street Chambers, a recent former Chairman of the Criminal Bar Association, (2006-2007) and served for a number of years as a member of the Bar Council and Chairman of the Remuneration Committee. Andrew has very extensive experience in all types of homicide, large scale drugs and other excise conspiracies. In recent years has been instructed in a large number of high profile terrorism cases. He is the author or co-author of several books on criminal justice issues, a member of the Editorial Board of the International Journal of Evidence and Proof, and regularly lectures on advocacy and other legal topics both here and abroad. He has longstanding involvement with professional training and with legal sector capacity building projects overseas, particularly in Africa, and is a winner of the Bar Pro Bono Award for this work. Andrew also maintains a range of linked activities outside of professional practice. He has lectured, published and broadcast for a number of years on issues relating to the criminal justice system and has advised national organisations, including Liberty, The Legal Action Group, Justice and the National Association of Probation Officers on proposed legislation. He has prepared submissions and given evidence on behalf of the Law Centres' Federation, Liberty and the Legal Action Group to the last two Royal Commissions on Criminal Procedure. Andrew has also regularly lectured on public courses and conferences and presented papers by invitation at the Universities of London, Warwick, Kent, Birmingham, The London School of Economics, The Royal College of Psychiatrists and the British Association of Forensic Psychotherapists. He was involved in the design and conduct of the Law Society qualifying course of the Solicitors' Higher Courts Advocacy Certificate. He has lectured on behalf of the Bar Overseas Advocacy Committee and other organisations since 1996 in a variety of jurisdictions, including Hong Kong, Malaysia, Sierra Leone and Tanzania. On behalf of the Bar Human Rights Committee, Andrew devised and delivered the Library Resources Project in Tanzania, Uganda, Malawi, Botswana, Sudan and Zambia, together with training in the prosecution of corruption and fraud for the Director of Public Prosecutions in Tanzania (2000), and a continuing programme of advocacy skills training for the profession in Malawi. He was the co-ordinator of the BHRC International Human Rights CD-Rom Project which facilitated the publication and free distribution internationally of core human rights texts in digital format, funded by the Lord Chancellor's Department. In 2002 he led human rights missions on behalf of the Bar to both Burma and Sudan and in 2003 worked extensively with the Special Court for Sierra Leone in establishing library facilities and specialist training programmes for defenders and counsel of the Office of the Prosecutor. In 2004, he visited Cameroon, China and Cambodia in relation to human rights projects, including the death penalty issue, and in December 2004 visited Syria to deliver seminars on international human rights issues at the University in Damascus. In November 2004 he was presented with the Sydney Elland Goldsmith Bar Pro Bono Award for outstanding commitment to pro bono work.
