CICA Award to the mother of a sexually abused child.

The Criminal Injuries Compensation Authority (CICA). announced yesterday that it would make an award to the mother of a child sexually abused in 2005.


Mrs C, represented since April 2009 by Harry Lambert, discovered the abuse and was instrumental in having the perpetrator brought to justice. The incident exacerbated long standing psychiatric problems.

CICA over the course of several decisions and appeal hearings, denied an award on four grounds:

(1) Mrs C was not involved in the "immediate aftermath" of the incident.

(2) There had been no "crime of violence" for the purposes of the 2001 scheme.

(3) The injuries were not caused by the 2005 abuse.

(4) Mrs C's previous convictions made her an inappropriate recipient of public bounty


Yesterday, however, Mrs C was finally successful in her bid for compensation, nearly five years after her initial application.
