Report published in Module 2 of the UK Covid-19 Inquiry

The UK Covid-19 Public Inquiry report in Module 2 was published on 20 November 2025. 

Module 2 concerned core decision-making and political governance in the UK and examined the non-pharmaceutical interventions which were implemented in the response to the pandemic, including lockdowns. Modules 2A, 2B and 2C examined these matters in Scotland, Wales and Northern Ireland respectively. 

The report outlines the findings and recommendations of the Chair of the Inquiry, Baroness Hallett, across all four nations of the UK.

The publication of the report concludes the Inquiry’s investigations in Module 2 following public hearings which were held in London, Edinburgh, Cardiff and Belfast between October 2023 and May 2024.

Peter Wilcock KC and Jacob Bindman were instructed by Conal McGarrity of P.A. Duffy & Co. Solicitors, for the Northern Ireland Covid-19 Bereaved Families for Justice.

Caragh Nimmo was instructed as part of the Counsel to the Inquiry Team for Module 2, led by Hugo Keith KC and Andrew O’Connor KC. She assisted the Chair during the Module 2 hearings and in the preparation of her report.

Abimbola Johnson was instructed as part of the Counsel to the Inquiry Team for Module 2B.
