Harj Narulla joins Solomon Islands COP30 delegation to advise on ICJ advisory opinion on climate change
Harj Narulla is attending COP30 in Belém, Brazil as part of Solomon Islands’ delegation of negotiators. He will advise on what the landmark International Court of Justice Advisory Opinion on climate change means for the international climate negotiations, being held this year in the Amazon.
Harj previously represented Solomon Islands as counsel before the ICJ in its proceedings on climate change, making oral submissions before the Court in December 2024.
Harj was also previously instructed as counsel in similar advisory proceedings on climate change before the Inter-American Court of Human Rights and the International Tribunal for the Law of the Sea.
Harj is a frequent speaker on climate litigation before international courts and has recently delivered talks at the University of Cambridge, University of Oxford, King’s College London, the All-Party Parliamentary Group (APPG) conference on reparations, and on the Overshoot and Break Down podcasts.
Harj has also written about the ICJ advisory opinion for The Guardian, and has been quoted by The New York Times, BBC, Financial Times, Reuters, Carbon Brief, and Drilled on the topic.
