Long-awaited 'McGrail Inquiry' report published in Gibraltar

The long-awaited report in the Inquiry into the Retirement of the Former Commissioner of Police Ian McGrail has been published today. Sir Peter Openshaw, a retired UK High Court Judge, chaired the Inquiry.

Adam Wagner KC acted for Mr McGrail, the former Commissioner of the Royal Gibraltar Police, instructed by Charles Gomez, Nicholas Gomez and Daniel Benyunes of Gomez & Co. Caoilfhionn Gallagher KC acted for Mr McGrail with Mr Wagner earlier in the proceedings.

Ben Cooper KC acted for Thomas Cornelio (a prominent software developer), John Perez MBE (the former commander of the Royal Gibraltar Regiment) and Caine Sanchez (a senior civil servant), who were charged in the 'Operation Delhi' case. Mr Cooper led Ellis Sareen of Foundry Chambers and was instructed by Callum Phillips of Phillips Barristers and Solicitors.

In January 2022, the Attorney General of Gibraltar brought the criminal proceedings against each of the former defendants to an end by entering a nolle prosequi.
