Parliamentary Assembly of the Council of Europe Hearing on 'Accountability for the Russian Federation’s War of Aggression against Ukraine'

On Tuesday 26 May 2026, the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe will convene a hearing in the Parliament of Estonia, in the framework of the preparation of the report on “Accountability for the Russian Federation’s war of aggression against Ukraine”, led by Rapporteur, Mr Titus Corlăţean (Romania, SOC).

The Committee, Chaired by Mr Eerik-Niiles Kross (Estonia, ALDE), has invited Aarif Abraham to make an intervention focusing on the remaining challenges related to: the operationalisation of the Special Tribunal for the Crime of aggression against Ukraine, the establishment of the Compensation Claims Commission, the related Compensation Fund for reparations, and other aspects of the accountability system for the Russian aggression against Ukraine. The intervention will be followed by an exchange of views with members of the Committee.

Aarif Abraham acted as an adviser to the Government of Ukraine, instructed by the Ministry of Foreign Affairs (MFA) and supporting the Office of the President, through H.E Amb. Dr. Anton Korynevych. 

Aarif was led by Prof. Philippe Sands KC and was part of a core team advising the Ministry of Foreign Affairs on the Special Tribunal since the full-scale invasion in Feb 2022.
