Terrorism proscription and the rule of law

Doughty Street Chambers welcomes you to a seminar with Professor Ben Saul, UN Special Rapporteur on the Promotion and Protection of Human Rights and Fundamental Freedoms while Countering Terrorism.

The UK has introduced expansive terrorism laws since 9/11, including the power to ban organisations and prosecute their members and supporters.

The use of terrorism powers to curtail the right to protest poses new challenges.

The exercise by the Home Secretary of broad discretionary powers to proscribe organisations constricts freedom of movement and association, chills speech, and can have severe consequences including loss of liberty, reputation, employment and family life.

The impact of these measures is often most acute amongst religious and ethnic minorities, including Palestinian and Kurdish groups. 

This seminar brings together practitioners and academics to discuss the current legal dimensions of terrorism proscription, as well as providing those acting for clients in this area a practical understanding of the offences contained in Part II of the Terrorism Act 2000.
