Republic of North Macedonia’s Prison Conditions ruled Inhuman or Degrading: Graeme Hall appears

On 21 December 2022, District Judge Griffiths discharged Graeme Hall’s client from an extradition request seeking to enforce a 10 year sentence on the basis that extradition posed a real risk of detention in inhuman or degrading prison conditions. 

In the light of concerns including overcrowding and inter-prisoner violence, Judge Griffiths had previously invited the Republic of North Macedonia to provide further information and/or improved assurances. The RNM had been unable to do so within the directed time, the Court refused to afford further time, and the requested person was accordingly discharged.
